Well teachers have to teach to the test and that's the same for everyone.  And the way we were taught was pretty much the same for everyone.  So there's this mind-set to continue doing things the same way.  And teachers have so many students to deal with that they think they better come up with one plan and stick to that, same for everyone. They think that will be the easiest strategy for them.
